Diplomatic Ties & High-Level Visits

Cooperation today is described officially as spanning trade and investment, agriculture, science and technology, defence, education and tourism.

PM Muhammad Shehbaz Sharif & PM Anwar Ibrahim — Bilateral talks

Trade & Economic Relations
Trade has held in the $1.5-1.7 billion range in recent years. Pakistan runs a structural deficit driven by palm-oil and energy imports, which both governments have flagged, alongside a push to grow Pakistani exports and diversify into new sectors under MPCEPA.

Investment & market notes: Malaysia has signalled intent to expand palm-oil exports to meet Pakistan's food-processing and manufacturing demand; both sides are exploring renewable energy, energy transition and climate-resilience cooperation including joint research and clean-energy investment.
Opportunities for Business, Education & Collaboration
Malaysia is the single most developed ASEAN relationship for a Pakistani business, investor, or student to enter through -- an active FTA-equivalent (MPCEPA), an established scholarship pipeline, and fresh 2026 tourism and halal-industry pushes from both capitals.
Business & Trade
- Halal industry cooperation is formalised: a Pakistan-Malaysia Business Council (PMBC) / Malaysia-Pakistan Business Council (MPBC) MoU covers halal trade, and Pakistan's Board of Investment has approved MoUs on mutual recognition of halal standards to cut certification duplication and open new Pakistani halal-export market access.
- Tourism: Malaysia's "Visit Malaysia 2026" and "Malaysia Year of Medical Tourism 2026" campaigns were explicitly raised with Pakistan as areas for cooperation -- a live opening for Pakistani travel/medical-tourism operators.
- Renewable energy and climate-resilience joint research and investment were agreed as a target area in Aug 2026 PM-level talks.
- MPCEPA gives Pakistani exporters preferential market access already in force -- the practical opportunity is under-utilisation, not absence of a framework.
Education
- Malaysia International Scholarship (MIS) -- Malaysian-government-funded postgraduate scholarships open to Pakistani applicants, covering tuition and living expenses.
- MTCP Scholarship (Malaysian Technical Cooperation Programme) -- targeted at developing-country students including Pakistanis, for master's-level study with tuition, living and travel costs covered.
- MyBrain15/MyBrainSc -- Malaysian Ministry of Education postgraduate research funding in science and technology, open to international students.
- Malaysia is already one of the most common Southeast Asian study destinations named by Pakistan's HEC in its own overseas-scholarship placement data.
Collaboration
- Science and technology cooperation is named explicitly in the official bilateral relationship description.
- Defence cooperation is an established, ongoing track (see Security & Culture below).
- Agriculture cooperation, particularly around Malaysian palm-oil expertise and Pakistani food-processing capacity.
Security, Culture & People-to-People Ties
Defence cooperation is a recognised, if not heavily publicised, pillar of the relationship alongside education and tourism.
Defense & security
- Defence cooperation named as an active pillar of bilateral relations alongside trade, agriculture, science & technology and education (Pakistan MOFA).
Culture & people-to-people
- Malaysia is a top overseas study destination for Pakistani students; people-to-people ties are reinforced by an active scholarship pipeline (see Opportunities).
Sources & Methodology
This page is compiled from open-source, primarily official material (Pakistan's Ministry of Foreign Affairs, mission/embassy pages, and government-to-government meeting readouts), cross-checked against reputable news reporting and, where available, peer-reviewed academic research. Where sources gave differing figures for different years, both are kept rather than silently reconciled. Items are marked as an open gap where no verified information could be found, rather than estimated. This tracker is a living document, updated as new agreements, visits or data are published.
