Thailand is Pakistan's 4th-largest ASEAN trading partner, sharing a Buddhist Gandhara heritage connection. The relationship's high point was reciprocal 2013 prime-ministerial visits (Yingluck Shinawatra to Islamabad, Nawaz Sharif to Bangkok within three months); after a long gap it was re-activated in 2025 through bilateral political consultations rather than a head-of-government visit, alongside long-running FTA talks that Pakistani research itself cautions may not currently favour Pakistan without a narrower, phased approach.

Diplomatic Ties & High-Level Visits
Relations were established on 10 October 1951. Pakistan's MOFA describes cooperation spanning trade, investment, education, science & technology, security, defence, culture and tourism, with the shared Gandhara Buddhist heritage cited as a historical-cultural bridge. The visit record shows a genuine 2013 high point (reciprocal PM visits within three months of each other) followed by a long gap, with the relationship re-activated at the political-consultations level in 2025 rather than at head-of-government level.

Signed three agreements (see below); leaders committed to doubling bilateral trade within five years and agreed to explore a Pakistan-Thailand FTA; agreed to position Thailand as Pakistan's gateway to Southeast Asia and vice versa; Pakistan agreed to plan a Gandhara Exhibition in Bangkok and Thailand committed to promoting tourism to Pakistan's Buddhist heritage sites; also agreed enhanced defence exchanges and disaster-management cooperation following the 2010-11 floods.

Trade & Economic Relations
Trade volume has held around $2.1-2.2 billion (2022) though more granular 2024 figures show a narrower goods trade of roughly $1.1 billion, with Pakistan running a significant deficit. FTA negotiations have run since 2013 without conclusion; Pakistan's own private-sector research body, the Pakistan Business Council, has published multiple studies urging caution on a full FTA.

Investment & market notes: The Pakistan Business Council's "Market Access Series 2025-26" review of the proposed FTA estimates Pakistan would import roughly $35 of Thai goods for every $1 of exports under full tariff liberalisation, and recommends a narrower Preferential Trade Agreement (PTA) over a full FTA.
Opportunities for Business, Education & Collaboration
Thailand's opportunity set is more sector-specific than Malaysia's or Indonesia's: IT/services, halal food (leveraging Thailand's own large halal-food export industry as a partner rather than only a market), and tourism/medical-tourism links, rather than a broad open-market push -- reflecting Pakistan's own research caution on a full tariff-liberalising FTA.
Business & Trade
- IT and services trade was explicitly named by both governments as a growth sector alongside the FTA/PTA talks.
- Halal food industry cooperation -- Thailand is itself a major global halal-food exporter, making joint standards/co-production a more realistic opening than pure market access.
- Given the Pakistan Business Council's own caution on a full FTA, a phased Preferential Trade Agreement (PTA) covering specific product lines is the opportunity better-supported by Pakistani research, rather than blanket liberalisation.
Education
- Education and people-to-people exchanges were explicitly reaffirmed as cooperation priorities at the 3rd Round of Bilateral Political Consultations (Islamabad, 18 Nov 2025) -- the most recent, and most concrete, official confirmation that this remains active.
- No specific scholarship scheme comparable to Malaysia's MIS/MTCP was identified in current research -- flagged as a genuine gap for the Centre to research further, distinct from the fact that education itself is a named priority.
Collaboration
- The Thailand-Pakistan Joint Economic Commission (JEC) -- dormant for some years -- was explicitly flagged for revitalisation in the July 2025 FM-level meeting on the margins of the UN High-Level Political Forum, alongside an agreed exchange of high-level visits.
- Science & technology cooperation is a named official pillar.
- Tourism cooperation, including potential medical-tourism links given Thailand's established international hospital sector, plus the specific 2013 Gandhara-heritage tourism commitments (see Culture below).
- The 4th Round of Bilateral Political Consultations is due to be held in Bangkok (date not yet set as of the 3rd round, Nov 2025) -- a concrete near-term diplomatic milestone to track.
Security, Culture & People-to-People Ties
Security, defence and cultural cooperation are named as official pillars alongside trade; the Gandhara Buddhist heritage connection is the most distinctive cultural link in the ASEAN relationship set, with a concrete 2013 commitment (a planned Gandhara Exhibition in Bangkok and Thai-promoted tourism to Pakistan's Buddhist sites) behind it rather than just a general reference.
Defense & security
- Enhanced defence cooperation — high-level military exchanges, joint training and defence-industry collaboration — was explicitly agreed during PM Yingluck Shinawatra's Aug 2013 visit to Pakistan.
Culture & people-to-people
- Shared historical connection through Gandhara Buddhist heritage, referenced explicitly by Pakistan's Foreign Ministry as a civilisational bridge.
- A Gandhara Exhibition in Bangkok was agreed in principle in 2013 (Pakistan to organise); Thailand committed reciprocally to promoting tourism to Pakistan's Buddhist heritage sites — a concrete, if not yet verified as delivered, soft-power exchange.
