Pakistan & ASEAN: The Institutional Picture

Pakistan has been ASEAN's Sectoral Dialogue Partner since 1993 and acceded to ASEAN's Treaty of Amity and Cooperation (TAC) in 2004. Islamabad's three-decade ambition to upgrade to Full Dialogue Partner (FDP) status remains formally pending -- ASEAN's moratorium on new FDPs was lifted only once, for the United Kingdom in 2022, and research from the Observer Research Foundation and IPRI both note that none of the ASEAN states chairing the bloc through the late 2020s (Philippines 2026, Singapore 2027, Thailand 2028, Vietnam 2029) have signalled interest in either reopening FDP expansion or backing Pakistan's specific candidacy. This is the structural ceiling any Pakistan-ASEAN engagement currently operates under, and IPDS presents it here without euphemism precisely because understanding that ceiling is what makes the country-level opportunities below realistic rather than aspirational.
