An MoU is a beginning. This is the record of what IPDS has built with its partners since 2011: country corners and events with embassies, joint research centres and publications, programmes for young people and women, and the international forums where the Institute has carried Pakistan’s perspective, from Vienna to Beijing.

About this record
IPDS was registered in June 2013 and launched in February 2014, when Prof. Johan Galtung laid its foundation stone. Its founders, Dr. Farhat Asif and Muhammad Asif Noor, had been doing this work since 2009 through The Diplomatic Insight, the magazine they founded, which today sits with IPDS in the Diplomatic Insight Group. That earlier work is the foundation of the Institute and is recorded here as part of IPDS’s history. Initiatives delivered through The Diplomatic Insight or the Diplomatic Insight Group are marked as such, and every entry links to the original report.
How we work
What makes a partnership work
Drawn from more than a decade of work with universities, think tanks, diplomatic missions, UN bodies and civil society, these are the practices we bring to every new partnership.

Follow the signature with a first activity
The partnerships that last are the ones with early, visible work. The MoU with the Environment Journalists Forum was signed on 9 December 2024; the first Climate Baithak followed on 18 December.

Build institutions together, not only events
With Riphah International University we established the Centre for BRI and China Studies; with Inner Mongolia Honder College, that Centre co-founded a fourteen-centre research alliance and published a book together.

Co-convene with diplomatic missions
Embassies are partners, not audiences. Conferences with the Embassy of Turkmenistan and the Kyrgyz Embassy, and IYDS briefings hosted by missions, are planned jointly from the start.

Take Pakistan’s perspective to the room
In Vienna, Dr. Farhat Asif was one of the few Global South voices among more than 500 participants from 35 countries. We go where the debate is, and contribute to it.

Pair research with reach
Through The Diplomatic Insight, the IPDS group adds media partnership to dialogue: 14 articles across the Vienna forum cycle, reaching readers in South Asia and beyond.

Invest in the next generation
From the International Young Diplomats School to the Emerging Young Women Leaders Congress and dialogues with 80 universities through IUCPSS, partnerships are a way of opening doors for young people.

IPDS at the International Digital Security Forum 2025
In June 2025 IPDS and its sister publication The Diplomatic Insight joined the 4th International Digital Security Forum in Vienna as panellist, exhibitor and official media partner, bringing a South Asian perspective to a largely European debate on digital sovereignty and security.

On the panel. Dr. Farhat Asif spoke on “Bridging Continents: Human-Centric Data Governance and Data Sovereignty for Peace and Security”, moderated by Nathan Coyle (AIT), alongside Renata Ávila Pinto (Open Knowledge Foundation), Prof. Markus Kornprobst (Vienna School of International Studies) and Tobias Lang (Austrian Centre for Peace). She argued for inclusive digital governance that puts human rights and equitable access first, and for shared international security standards.
On the exhibition floor. IPDS and the Diplomatic Insight Group presented their work in research, public diplomacy and digital media to forum participants.
In the media. As official media partner, The Diplomatic Insight published 14 articles before, during and after the forum.
With Pakistan’s mission. Dr. Farhat Asif and Muhammad Asif Noor briefed Ambassador Mohammad Kamran Akhtar on the forum and on strengthening Pakistan’s presence in public and technology diplomacy.

Signed in April 2015 for the UN70 campaign: the UN Book Corner, UN Speakers’ Corner, Academic Impact, the UN Wall and UN Days with Pakistani students. Muhammad Asif Noor has been UNAOC Country Chapter Coordinator for Pakistan since 2013, and UN agencies brief every IYDS cohort.
State-level agreements and a decade with Turkmenistan

In March 2016 Dr. Farhat Asif signed two MoUs at the Prime Minister’s House during the state visit of the President of Turkmenistan. Eleven joint initiatives since 2014 include conferences on permanent neutrality, the Urdu translation of Magtymguly and the Magtymguly Corner, a children’s painting competition and MoUs signed during the 2016 state visit. Dr. Farhat Asif received the Magtymguly Jubilee Medal in Ashgabat in 2024.

Corners that bring a country’s literature to Pakistani readers
With embassies and Pakistan’s national libraries and universities, IPDS has opened reading corners dedicated to the writers and leaders of partner countries. Each is a permanent home for books, a place for students and a reason for the embassy and the host institution to keep working together.
Since 2011, IPDS has organised 85 conferences, seminars, exhibitions, cultural evenings, book launches and publications with embassies and partners, most of them in Islamabad. Embassies are partners in these events from the start, not guests. The record runs from the newest; each entry links to the original report or photo album.
