The SCO Observatory has been updated to version 3.1 with a fuller record of the Shanghai Cooperation Organisation’s 2026.
The Bishkek Declaration of 1 September has now been read in full in the SCO Secretariat’s English text and checked against the Chinese text, and a topic-by-topic table sets out what it says on security, trade, finance, the environment, culture and the handover to Pakistan. The two language versions differ on one line, about Iran’s authorised banks and the SCO Interbank Consortium. The Observatory records that difference as unresolved rather than choosing between them.
A new table lists twenty ministerial and sectoral meetings held in 2026, from defence ministers and security council secretaries to agriculture, transport, energy, finance, culture and trade, with places, outcomes and sources. The SCO Development Bank entry now carries all five consultation rounds held between March and September. Pakistan’s chairmanship section adds the Secretary-General’s July visit to Islamabad, the Secretariat’s account of the first coordinators’ meeting, Pakistan’s coming chair of the SCO Interbank Association from October, and a longer list of what to watch before the August 2027 summit.
