Pakistan–Armenia Relations Tracker

Pakistan and Armenia had no diplomatic relations for the entire post-Soviet period, a stance rooted explicitly in Pakistan's solidarity with Azerbaijan over the Nagorno-Karabakh conflict rather than in any bilateral dispute between Islamabad and Yerevan. This changed abruptly in August-September 2025, when the US-brokered Azerbaijan-Armenia peace declaration (signed 8 August 2025 at the White House) removed Pakistan's principal objection, leading to a rapid normalization: an announcement of intent to establish ties (29 August 2025) followed within days by the formal exchange of diplomatic relations (31 August 2025). As of this research, the relationship remains nascent and almost entirely symbolic — no resident embassies, negligible trade, and no high-level bilateral visits yet recorded — with both sides describing an intent to explore cooperation in economy, education, culture and tourism going forward.

31 August 2025 — formal diplomatic relations established via exchange of a joint communique between Deputy PM/Foreign Minister Ishaq Dar and Armenian FM Ararat Mirzoyan on the sidelines of the SCO summit in Tianjin, China. Prior to this, Pakistan was one of very few UN member states (and the only one not recognizing Armenia largely for geopolitical rather than bilateral reasons) with no diplomatic relations with Armenia at all, a position it maintained for over three decades since Armenia's 1991 independence.

Embassies: As of the most recent verifiable reporting, neither country maintains a resident embassy in the other. On 6 July 2026 Armenia appointed its first-ever ambassador to Pakistan, Karen Grigoryan, on a non-resident basis (he is concurrently Armenia's ambassador to the UAE, based in Abu Dhabi). No corresponding Pakistani ambassador to Armenia had been confirmed as appointed at time of research; Armenian officials (FM Mirzoyan, March 2026) indicated both sides intend to accredit non-resident ambassadors 'at this stage.'

Diplomatic Ties & High-Level Visits

For more than 30 years Pakistan was widely cited as one of the only UN member states withholding diplomatic recognition from Armenia, a position officials repeatedly and explicitly tied to unwavering support for Azerbaijan's territorial position on Nagorno-Karabakh, not to any bilateral grievance with Armenia itself. Pakistani officials at times signaled openness to reconsidering (there were periodic reports of exploratory contacts over the years), but no formal step was taken until the geopolitical trigger of the August 2025 Azerbaijan-Armenia peace framework. Once that framework was in place, Pakistan moved quickly: an in-principle agreement to consider ties (29 August 2025) was followed within 72 hours by the actual exchange of diplomatic relations (31 August 2025) via communique at the SCO summit in Tianjin. Since then, engagement has consisted of ambassadorial appointments (Armenia's first non-resident ambassador to Pakistan, July 2026) and statements of intent from both capitals about future cooperation, but no substantive high-level bilateral visit between Islamabad and Yerevan had taken place as of this research.

Trade & Economic Relations

Trade between Pakistan and Armenia is negligible and, prior to 2025, effectively nonexistent given the absence of diplomatic relations and any direct transport, banking, or logistics links. Available UN Comtrade figures show token, likely re-exported or third-country-routed, trade flows rather than a structured commercial relationship. Analysts assessing the post-normalization relationship (e.g., Institute of Strategic Studies Islamabad) have concluded that meaningful trade growth is unlikely in the near term given the lack of direct transport links, the small size of Armenia's economy, and continued geopolitical sensitivities tied to the Azerbaijan relationship, even as both governments have named 'economy' as a nominal area for future cooperation.

Pakistan exports to Armenia

  • Not independently verified — reported trade values are too small/sporadic to identify a stable commodity pattern from available sources

Armenia exports to Pakistan

  • Not identified in available trade data; import flows from Armenia to Pakistan could not be verified as materially present

Investment: No investment flows, joint ventures, or bilateral business councils between Pakistan and Armenia were identified in available sources. Given the relationship's less-than-one-year formal existence at time of research, no such mechanisms would be expected yet.

Connectivity & Energy

There are no direct air, rail, road or energy links between Pakistan and Armenia, and none were identified as planned or under discussion in available sources. Armenia is landlocked in the South Caucasus with its main transport connectivity oriented toward Georgia, Iran, and (following the 2025 peace framework) potentially Azerbaijan/Turkiye via the so-called Zangezur/TRIPP corridor concept; none of this has a distinct Pakistan dimension. Any future Pakistan-Armenia connectivity would likely route through Iran or the wider Middle Corridor rather than any bilateral project.

No specific connectivity or energy projects verified for this relationship yet.

Security, Culture & People-to-People Ties

There is no defense relationship between Pakistan and Armenia, and none is anticipated in the foreseeable term: Pakistan's defense and diplomatic-solidarity relationship in the South Caucasus runs overwhelmingly through Azerbaijan (including a major 2025 fighter-jet export deal), which structurally precludes any parallel defense engagement with Armenia given continuing sensitivities even after the 2025 peace framework. Cultural and people-to-people ties are effectively nonexistent — no scholarship programs, cultural agreements, sister-city arrangements, or meaningful diaspora links were identified — though both foreign ministries have named education, culture and tourism as areas they intend to explore now that formal relations exist.

Defense & security

  • No defense cooperation, agreements, or exercises between Pakistan and Armenia identified in any source
  • Pakistan's regional defense alignment (Azerbaijan) is structurally in tension with any Pakistan-Armenia security relationship

Culture & people-to-people

  • No scholarship programs, cultural MOUs, sister-city arrangements, or established diaspora links identified
  • Both foreign ministries stated (August 2025) an intent to explore cooperation in education, culture and tourism, but no concrete programs had been launched as of this research

Sources & Methodology

This page is compiled from open-source, primarily official material (Ministry of Foreign Affairs Pakistan, State Bank of Pakistan / Pakistan Bureau of Statistics trade data, embassy statements, and joint communiqués), cross-checked against reputable news reporting. Figures and dates are marked as unverified where a primary source could not be confirmed. This tracker is a living document and is updated as new agreements, visits, or data are published.
