Pakistan–Belarus Relations Tracker

Pakistan-Belarus relations have moved from a largely symbolic post-Soviet-era relationship into a more active phase since around 2014-2015, marked by a rapid cadence of high-level visits, an expanding matrix of MOUs, and — notably since 2025 — a defense-industrial cooperation track. However, trade volumes remain very small and the relationship is still substantially aspirational relative to the number of agreements signed.

Pakistan-Belarus relations have moved from a largely symbolic post-Soviet-era relationship into a more active phase since around 2014-2015, marked by a rapid cadence of high-level visits, an expanding matrix of MOUs, and — notably since 2025 — a defense-industrial cooperation track. Embassies: Belarus opened a resident embassy in Islamabad in November 2014; Pakistan opened a reciprocal resident embassy in Minsk in 2015. Both missions are the primary channel for bilateral engagement, supplemented by numerous joint working groups.

Diplomatic Ties & High-Level Visits

Diplomatic contact intensified markedly after resident embassies opened in 2014-2015, with three Belarusian presidential visits to Pakistan (2015, 2016, 2024) and reciprocal Pakistani prime ministerial visits (2015, 2025), alongside regular meetings on the margins of SCO and other multilateral summits (Beijing 2017, Bishkek 2019, Dushanbe 2021, Samarkand/Astana 2022, Astana 2024). Six rounds of Foreign Ministry political consultations have been held at Deputy Foreign Minister level, most recently in Islamabad in July 2024. Parliamentary exchanges have also grown, including a Pakistani National Assembly Speaker visit to Belarus in August 2024. The relationship is underpinned by the 2015 Treaty of Friendship and Cooperation and the Islamabad Declaration of Pakistan-Belarus Partnership.

Trade & Economic Relations

Bilateral trade is small and structurally lopsided in Belarus's favor, dominated by Belarusian tractor exports to Pakistan (Belarus is a major global tractor manufacturer via MTZ/Belarus brand) against negligible Pakistani exports. Trade has fluctuated in a roughly $25-95 million annual range over the past decade with no consistent growth trend, and both governments have repeatedly stated ambitions — via joint commissions — to diversify and expand trade that have not yet materialized at scale.

Investment: No large-scale FDI flows or major joint ventures are documented in available sources. Cooperation mechanisms exist (Joint Belarusian-Pakistani Commission on Trade and Economic Cooperation; joint working groups on science/technology, agriculture, industry, and health/pharmaceuticals) and both sides have discussed prospective joint ventures in agricultural machinery assembly and electric bus manufacturing in Pakistan, and sales networks for Belarusian equipment, but no completed major investment project was confirmed in the sources reviewed.

Connectivity & Energy

There is no dedicated bilateral transport or energy corridor between Pakistan and Belarus; the two countries are geographically distant with no shared regional connectivity framework (Belarus is not an ECO member). Any physical trade moves via third-country routes/sea freight. Recent cooperation talk has focused on potential Belarusian machinery assembly/sales presence in Pakistan rather than transnational connectivity infrastructure.

Security cooperation has shifted from largely dormant to an emerging defense-industrial track since 2025, most notably the 2025-2027 Military-Technical Cooperation Roadmap and reported discussions on unmanned systems, microelectronics, optronics and heavy military vehicles. Cultural ties remain modest but include a Belarusian language and culture center at Pakistan's National University of Modern Languages, and all Belarusian regions have established partnership/sister-region arrangements with Pakistani provinces.
