SCO Observatory update: the Dushanbe outcome and Pakistan’s first two months, November 2026

Written by IPDS Admin

The SCO Observatory is now at version 3.2 and covers the Council of Heads of Government meeting in Dushanbe and Pakistan’s first two months in the chair.

The 25th Council of Heads of Government met on 19 and 20 October under Tajikistan’s chairmanship. Its Joint Communiqué, published by the SCO Secretariat on 26 October, expresses support for Pakistan as chair for 2026 to 2027, welcomes the 2026 to 2030 action plan for the trade and economic cooperation programme, and notes progress on the SCO Development Bank among interested members. The chair passes to Uzbekistan, which hosts the next meeting in 2027. A new table sets out what Pakistan put to the meeting.

On 2 November Pakistan assumed the chair of the SCO Interbank Consortium for 2026 to 2027, held by the chairman of Habib Bank Limited. Ahead are the SCO Civilisation Dialogue Forum in New Delhi on 20 November and an SCO hockey championship in Islamabad, reported for 20 November to 2 December, with teams not yet confirmed. The table of 2026 ministerial and sectoral meetings has nine more entries, including the think-tank and media forums, the Dushanbe transport roundtable and the youth conference.
